Two different questions

Planning and building control deal with different aspects of development. Planning concerns whether development is acceptable in its setting; building regulations address standards for relevant building work. A project can need consideration under both systems. Do not assume that being told “no planning application is needed” means no further approval or compliance work is required.

Start with the address and the proposal

Write a precise description of what you want to change and where. Property type, existing alterations and local restrictions can matter. Advice about a similar-looking house on another street is a starting point for a question, not evidence of permission at your address.

Confirm responsibilities before appointing trades

Ask your designer or contractor who will check the planning position, deal with building control and provide the documents required at completion. Record this in the scope of work. Avoid leaving several parties each assuming another person has made the necessary enquiry.

Other permissions may matter

Ownership documents, a lease or the position of neighbouring property can create separate questions. Ask your legal adviser where appropriate. A planning decision does not answer every private legal issue associated with carrying out the work.

Keep a project document folder

  • Drawings and specifications showing what is proposed.
  • Written advice or decisions relevant to the project.
  • The agreed responsibilities of appointed professionals.
  • Inspection records and completion documentation where applicable.
  • Records of approved changes to the design.

Use the Planning Portal as an initial England-focused resource and check current requirements with the relevant authority. Rules and administrative arrangements differ across England, Wales, Scotland and Northern Ireland. Resolve uncertainty before ordering work that depends on a particular approval.
